Criteria for Granting Time Extensions

     If time extensions are requested, they must be fully justified in writing, illustrating unavoidable delays. Delays caused by winter weather and fire season should be taken into consideration when determining the time line to complete the project. Weather related delays will only be considered if they are unusual events. Grantees will only be given extensions for circumstances beyond their control such as,
  • An outside agency withdraws approval required for scope of work to move forward (must have been granted prior to the submission of the original project application to the Nevada Division of State Parks.)

  • Grantee has experienced loss of key staff required to implement the project (this reason is valid for no more than one quarter).
All grantees who request an extension must satisfy the criteria listed below. The criteria includes but is not limited to
  • Requests for extensions must be in writing and received by the Recreational Trails Program Manager at least 30 days before the expiration date of the grant. Requests for extensions less than 30 days before the expiration date of the grant will be denied.

  • Grantee must have submitted timely quarterly progress reports with no more than three late reports and/or two missing reports throughout the life of the grant. Quarterly progress reports must be received by the Recreational Trails Program Manager at Nevada Division of State Parks (NDSP) by the 10th of the month following the end of the previous quarter (for example, Jan-Mar quarterly progress report must be received by April 10th). Quarterly progress reports received from the 11th -15th of the month following the end of the previous quarter will be considered late. Quarterly progress reports received after the 15th of the month following the end of the quarter will be considered missing quarterly reports.
      Reports received:
    • On or before the 1st through 10th are -- on time
    • 11th through 15th are -- late
    • 16th or later are -- missing
  • Grantee must have submitted no more than two quarterly progress reports which reflect little or no progress toward completing the scope of work.

  • Grantee has not received approval for a major scope change to the project. The Federal Highway Administration will not approve extensions and a major scope change. If grantee has received approval for a minor scope change, Nevada State Parks may consider approving an extension.

  • The grantee must maintain communication with the Recreational Trails Program Manager (via telephone, E-mail, in person, site visits, quarterly reports, etc.) during project implementation as described in the current Nevada Recreational Trails Program Manual.

Multiple time extensions are considered an exception rather than a rule and will only be considered if:
  • significant progress was made since the first extension was granted.

  • the grantee encounters problems caused by external factors (legal problems, new regulatory requirements).

  • unforseen circumstances arise during construction (physical, site specific problems).
Nevada State Parks does not guarantee requests for extensions will be approved. If an extension is approved, it will only be granted in three month increments, as deemed necessary by Nevada State Parks. Extensions will not exceed 12 months beyond the original completion date as specified in the original Project Agreement.

Criteria for Terminating A Grant

Grant agreements will be terminated for reasons that include but are not limited to:
  • Grantee requested or agreed to terminate the grant agreement.

  • Grantee intentionally submitted fraudulent documents or engaged in other fraudulent activities involving the approved project.

  • Grantee failed to acquire permits required to implement the approved scope of work.

  • Grantee performance on the submission of quarterly progress reports throughout the life of the grant is any of the following:
      Quarterly Progress Reports
    • Three late quarterly reports
    • Two missing reports
    • Two late & 1 missing report
  • Grantee made little or no progress toward completing the approved scope of work prior to the completion date noted in the original Project Agreement.

  • Grantee failed to maintain communication with the Recreational Trails Program Manger, as described in the current version of the Nevada Recreational Trails Grants Manual.

  • Loss of funding from the Federal Highway Administration.
ADDENDUM - June 11, 2001 Final Inspections

     The Recreational Trails Program Manager will complete a final inspection with the grantee, on an agreed upon date, within thirty days after the grant expiration date. If the project is not in full compliance with the approved scope of work during the final inspection, as specified on the Project Agreement form, the grantee will be required to make the necessary changes and/or corrections as determined by the Recreational Trails Program Manager.

     If the project is not completed as required, the Recreational Trails Program will retain 25% of the total grant award. Under no circumstances shall the final billing for the project include receipts for purchases made after the grant expiration date, unless the RTP Manager directs the grantee to complete additional work to bring the project in full compliance with the approved scope of work on the Project Agreement form.
